Regents to discuss
'complex' issues

Board of Regents members will meet this morning to discuss a proposal for a new, 500-bed UH student housing complex. The $20-million apartment-style complex, which would be built on Cullen Boulevard just south of the Cambridge Oaks apartments, will be funded by American Campus Communities, which will make up the cost in rental revenue. That arrangement would be similar to the one under which Cambridge Oaks is operated. As proposed, the complex would consist of several three- or four-story brick buildings enclosing 220 one-, two- and four-bedroom apartments. Rental rates per student will average between $400 and $450 per month. The board's Administration and Finance Committee will seek to delegate authority to Chancellor Arthur K. Smith to execute a contract with ACC. If approved, the contract would be presented to the Texas Higher Education Coordinating Board in April and the complex could be completed by Fall 2001. The Regents will also consider a variety of other proposals in committee, including a request from the Cullen Foundation to name the University's new track and soccer stadium the Carl Lewis International Track and Field Complex in honor of the UH alumnus and Olympic track star. The foundation, which donated $2.8 million of the $3.25 million construction cost, will also request that the track itself be named for former track coach Tom Tellez. Among other agenda items is a proposal to create the UH System at West Houston, an educational center at the System's current West Houston Institute at Cinco Ranch. Under the proposal, UHS schools would partner with Houston Community College to offer bachelor's and master's degrees. The Regents' committee meetings begin at 8 a.m. in the Athletic/Alumni
