Soggy: Umbrellas were the order of the day near
the University Center Satellite on Monday as light rain accompanied temperatures
in the mid-50s. Sunnier skies and spring temperatures are expected to return
by midweek.

to earn a college degree, Don Brown, commissioner of the Texas Higher Education
