News SFAC begins hearings process Committee considers how to best spend student fee money By Jim Parsons
The Student Fees Advisory Committee will begin hearings for fee-funded groups today -- a process that will involve millions of dollars. Dean of Students William Munson said students should be interested in the allocation process because SFAC is one of the few University committees whose membership is mostly students. Seven of SFAC's 10 members are students and two are faculty members. Munson also sits on the committee as an ex-officio representative of the vice president for student affairs' office. "In my estimation, students should be as informed as possible as to where any and all of their tuition and fees are allocated," Munson said. "There are seven voting students and two voting faculty members on the committee, so students have a great deal of input regarding the allocation of these funds." Fee-funded groups can ask for three kinds of allocations: base funding for fiscal year 2006, one-time funding for FY 2005 or a one-time allocation for 2006. The base funding covers an organization's operating expenses, while one-time allocations are normally used for capital expenses or short-term programs. Student Service Fee revenue totaled about $11.6 million last year. Some groups receive money from dedicated fees -- the University Center, for example, got $2.02 million in addition to its $1.24 million SFAC allocation -- which puts the total SFAC pie at nearly $19 million. The committee also has other set allocations. For example, the Activities Funding Board automatically receives 1 percent of Student Service Fee revenue, and Athletics has received 35 percent, the maximum any single organization may receive, since 1988. Although that 35 percent cap is not a rule, it is a convention with roots in an agreement between former UH President Richard Van Horn and the Student Government Association. SFAC hearings are set for today, Friday, Monday and Tuesday in the University Center's Bluebonnet Room. All hearings are open to the public, and there is a 15-minute public comment session set for each day.
