But we've seen this before. When Bush first stepped into office in 2000, the future of U.S.-Mexican relations looked bright -- after all, Bush was fresh from his tour of duty at the governor's mansion in Austin, and he and Mexican President Vicente Fox looked like old school chums as they shared many a ranching photo op. Then came 9/11, with a compelling reason for the Bush administration to change the direction of its foreign policy, but more than five years later the federal government has spent little time or effort in the Western Hemisphere. So excuse us for being a little wary when Washington seems to show some interest in the region.
